XD Yes, I understand your confusion. I made the idea that because I am not leader of Rockclan I do not accept cats for Rockclan. I allow those who's cats are leaders to accept the bios of others wanting to get into the clan.
e.g. Yarrow (A random member name XD) creates a cat called Daisyfur, a she- cat with an acceptable bio and they wish to join Nightclan. Now... Nightclan is currently lead by Brokenstar (Oaky). Because Oaky owns Nightclan since they have a cat that leads it, only Oaky is allowed to accept Daisyfur.

But, say for example Oaky became inactive, then Silverstream or myself can accept. Does this explain better?
